Mexican Sidewalks

I don’t really understand how this could happen, except possibly the sidewalk is owned by the property owner? There seems to be zero design guidance. On today’s stroll:

• Handicap curb cuts
• No cut curbs
• 8″ tall no cut curbs – 6″ above on the sidewalk side
• Shallow ramps
• Steep ramps
• Insanely steep ramps
• Cliffs
• Random elevated rectangle
• Rubble
• Stairs to street
• Stairs to stop
• Random stairs
